Timor-Leste Officially Launches verify.gov.tl in Cooperation With Cambodia
DILI — The Ministry of Transport and Communications (MTC) of the Democratic Republic of Timor-Leste officially launched the verify.gov.tl national portal in the capital city, Dili, on June 1, 2026. The ceremony marked a milestone achievement resulting from the implementation of the “Memorandum of Understanding on Cooperation in the Fields of Post, Telecommunications, Information and Communications Technology, and Digital Transformation” between the Cambodian Ministry of Post and Telecommunications (MPTC) and Timorese MTC, signed on January 20, 2025.
The launch was presided over by H.E. Miguel Marques Gonçalves Manetelu, Minister of Transport and Communications of the Democratic Republic of Timor-Leste, and H.E. Chea Vandeth, Minister of Post and Telecommunications and Chairman of the Digital Government Committee (DGC) of the Kingdom of Cambodia, with a total of 500 government leaders, delegates and participants in attendance.
With the support of Cambodian Prime Minister, Hun Manet, the MPTC deployed technical experts to assist with the development of verify.gov.tl for the Democratic Republic of Timor-Leste, based on Cambodia's award-winning document verification platform, verify.gov.kh.
Technical assistance provided by Cambodia also covered the integration of relevant databases to enable verification of national driver’s licences through verify.gov.tl. Timor-Leste has selected driver’s licences as the first official document to integrate a QR Code for authenticity verification through this national platform. According to a press release from the MPTC, this initiative has enabled the Timorese MTC to substantially reduce the cost of producing physical driver’s licences, from USD 4 per card to just USD 0.10 per card.

It should be noted that Cambodia has also integrated a verification QR Code for driver’s licences through verify.gov.kh. This allows all drivers to officially use digital driver’s licences and present them to relevant authorities whenever required. Digital driver’s licences can be requested in less than one minute through the DG SuperApp by logging on via the dgconnect platform. Moving forward, the MPTC will continue to cooperate with the MTC to further share the Kingdom's experience and expertise.
The technical teams of both ministries will continue their cooperation to expand the implementation of verify.gov.tl to additional official public documents issued by relevant ministries and institutions of the Democratic Republic of Timor-Leste, including Educational Certificates and Civil Registry Documents. The adoption of verify.gov.tl has also received approval and support from the Council of Ministers of the Democratic Republic of Timor-Leste.
On this occasion, H.E. Chea Vandeth and H.E. Miguel Marques Gonçalves Manetelu reaffirmed their commitment to further strengthening bilateral cooperation in the fields of post, telecommunications, information and communications technology, and digital transformation.
