La French Tech Phnom Penh met with H.E. Dr. Chea Vandeth, Minister of Post and Telecommunications, and senior officials of the Ministry (MPTC), to discuss preparations for FrancoTech and explore potential initiatives to further strengthen Cambodia’s technology and innovation ecosystem.

The Minister was joined by H.E. So Visothy, Secretary of State; H.E. Sam Sethserey, Director General of the General Department of Information and Communications Technology; and H.E. Seng Sopheap, President of the Cambodia Academy of Digital Technology (CADT).

Led by Thierry Tea and Cedric Kang, the French Tech Phnom Penh delegation included representatives from Canadia Impact Fund, TechFlow Agency, Redbridge Cybersecurity, SBI, OCIC and Umami, bringing together expertise in investment, technology, cybersecurity, business services and innovation.

The meeting explored how closer cooperation between public institutions, private companies, investors, educational institutions and international networks can contribute to Cambodia’s digital transformation, develop Khmer talent and help local technology companies access international markets.

Connecting Cambodia with the international French Tech Ecosystem

La French Tech Phnom Penh presented the international French Tech network, connecting startups, entrepreneurs, investors, corporations and public institutions across France and more than 60 international ecosystems.

In Cambodia, the community aims to serve as a bridge to France, Europe and French-speaking markets, facilitating partnerships, knowledge exchange and business opportunities.

The delegation also shared updates on FrancoTech, taking place alongside the Sommet de la Francophonie, and presented French Tech Forum Asia – Phnom Penh, scheduled for November 14–17, 2026. The forum aims to connect technology ecosystems across Asia and the Francophone world, foster international partnerships and showcase Cambodia’s growing innovation community.

Potential Initiatives to Strengthen Cambodia’s Technology Ecosystem

Discussions identified several areas for potential cooperation:

Software development and digital services: Strengthening local capabilities and supporting Cambodian companies in international markets.

Artificial intelligence and blockchain: Encouraging adoption, applied innovation and expertise in emerging technologies.

E-commerce and digital trade: Helping Cambodian businesses reach customers in Europe, the United States and Asia, including through potential synergies with CambodiaTrade.com.

Digitalisation: Supporting digital solutions for businesses and public services, building on initiatives such as verify.gov.kh.

Cybersecurity: Developing awareness, expertise and resilience for a trusted digital economy. 

Education and skills development: Connecting education with industry needs and developing the next generation of Cambodian technology talent.

A key focus was developing Khmer talent and enabling Cambodian technology companies to serve customers beyond the domestic market. Discussions highlighted practical skills, locally developed solutions, international connections and sustainable business growth as important areas for Cambodia’s continued digital development.

La French Tech Phnom Penh can contribute by connecting Cambodian entrepreneurs and technology companies with international partners, investors, mentors and potential customers, while helping them better understand and access foreign markets.

Working With Cambodia’s Innovation Ecosystem

The discussion also highlighted the importance of complementing existing initiatives and collaborating with Cambodia’s entrepreneurship, innovation and skills-development organisations, including Plug and Play, Khmer Enterprise, Techo Startup Centre, the Entrepreneurship Development Fund (EDF), the Skills Development Fund (SDF) and CambodiaTrade.com.

Potential cooperation could include joint events, business matching, mentorship, knowledge exchange and international delegations, combining local expertise with French Tech Phnom Penh’s international network, particularly across France, Europe and French-speaking countries.

A Common Vision for the Years Ahead

The meeting highlighted a shared ambition to strengthen Cambodia’s technology and innovation ecosystem through closer public-private cooperation and stronger international connections.

La French Tech Phnom Penh reaffirmed its willingness to contribute by mobilising its network, facilitating partnerships and supporting Cambodian companies in accessing international markets, with the shared objective of empowering Khmer talent and strengthening Cambodia’s connections with the regional and global digital economy.
