DICHI Academy and the Expert Leadership Innovation Exchange (ELIX) Organisation officially launched the second cohort of the Techpreneur Bootcamp on June 25, 2026, at the Ministry of Post and Telecommunications (MPTC) in Phnom Penh. The ceremony was attended by senior government officials, international development partners, industry representatives, and the 60 newly selected Techpreneurs who will embark on the programme's seven-month journey.

Techpreneur Bootcamp 2.0 is an intensive, 100 per cent fully funded programme offering two parallel tracks, Full-Stack Development and AI & Data Science (with 30 students in each track). The 60 finalists were shortlisted from a thorough selection process and a pool of over 1,100 submitted applicants, more than double the interest seen in the programme's inaugural year, reflecting the rapidly growing appetite for rigorous, industry-aligned tech training among Cambodian youth.

Over the course of seven months, participants will move through three stages of progressively intensive learning. The Accelerated Learning stage (four month period) delivers hybrid technical training in their respective tracks. This is followed by Ideation Weeks (two week period) in November, where students collaborate with industry partners to identify and pitch tech-driven solutions to real company problems. Concluding with a Hackathon and MVP Development phase (3 month period), students will form in a team of six to build and present Minimum Viable Products (MVP) at the Demo Day. Throughout the programme, students receive mentorship from industry experts and have direct access to career opportunities through the programme's growing network of partners.

Techpreneur Bootcamp 2.0 is implemented by DICHI Academy and ELIX Organisation, with the support of the MPTC, the Capacity Building, Research and Development (CBRD) Fund, the Ministry of Industry, Science, Technology & Innovation (MISTI), Khmer Enterprise (KE), and GIZ Cambodia. This bootcamp is proudly partnered by technology, industry, strategic, venue, and media partners including SIS, Grab, AMK, FWD, Foodpanda, AUPP Technology Startup Space, Smart, Kiripost, B2B News Asia and CC Times.

The launch ceremony was presided over by H.E. Dr. So Visothy, Secretary of State of the MPTC, who delivered opening remarks and led the official programme launch countdown alongside key supporters and partners. Pork Pagnapich, Senior Manager of Entrepreneurship Development Division at Khmer Enterprise, and Christof Weigelmeier, Deputy Head of Mission & Head of Cooperation of the German Embassy to Cambodia, also addressed attendees, reaffirming their commitment to growing Cambodia's technology talent pipeline.

The Techpreneur Bootcamp is part of a joint effort to address the global shortage of full-stack developers and AI professionals — a gap that Cambodia's digital economy is uniquely positioned to help fill. With its second cohort now underway, the programme is on track to produce 60 skilled, production-ready graduates by early 2027.
