The Securities and Exchange Regulator of Cambodia (SERC) signed a Memorandum of Understanding (MOU) with GFTN Japan Ltd. in Tokyo, Japan, on February 27, 2026.

The MOU aims to establish cooperation centred on the mutual benefits of promoting financial technology innovation and digital transformation within the securities sector. Key objectives include institutional development, capacity building for officials in the FinTech space, and the establishment of international collaborations.

The ceremony was attended by key representatives from the FSA, the Cambodia Association of Finance and Technology, and private sector leaders, including Ly Hour Group and CTX-98 Co., Ltd.
