The National Bank of Cambodia (NBC) has officially terminated the licence of Panda Commercial Bank Plc. and assigned local audit company, Morison Kak & Associates, to oversee the bank's liquidation process.

In a statement released on February 23, 2026, the NBC confirmed that Panda Commercial Bank is no longer deemed to meet the standards of Cambodia's banking laws and regulations, resulting in the termination of its banking licence

Panda Commercial Bank is now suspended from providing any banking services, including accepting deposits and issuing new loans. Morison Kak & Associates Audit-Accounting Co., Ltd. is granted full authority to manage and oversee all operations and assets of the bank, effective from the date of announcement. Morison Kak & Associates also previously oversaw the liquidation of Prince Bank.

Customers with deposits at Panda Commercial Bank must prepare the necessary documentation to withdraw their funds. The NBC have stated that reimbursements will be organised based on the priority order established by the Law on Banking and Financial Institutions. Borrowers must continue to fulfill their repayment obligations as scheduled.

Originally licensed in 2019, Panda Commercial Bank held assets of approximately USD 776 million as of 2025. During this period, the bank reported USD 536 million in loans, USD 502 million in deposits, and a 0.77 per cent share of the total banking market.
