ByteDC and Pethyoeung Partner to Power Cambodia's Digital Healthcare Transformation on ByteDC Sovereign Cloud
On July 24, 2026, ByteDC Solutions Co., Ltd., Cambodia's first Tier III–designed data center and sovereign cloud provider, and Pethyoeung, one of Cambodia's largest health-technology platforms, today signed a Memorandum of Understanding (MoU) to advance the country's digital healthcare transformation. Under the agreement, Pethyoeung will jointly offer new choices of local, sovereign cloud services to its healthcare system partners to use and manage their patients in the country and also move its digital health workloads from offshore data centers onto ByteDC's in-country cloud, keeping the medical records of millions of Cambodians hosted securely within the Kingdom.
This partnership was formalized as a preparation and readiness of Cambodia’s tech companies to anticipate Cambodia’s digital economy and sovereign data, and the new upcoming law on Personal Data Protection in progress led by the Ministry of Post and Telecommunications.
The collaboration also formalizes a migration already underway and a new choice for cloud service selection of all panel healthcare systems of Pethyoeung. This signifies a greater establishment of a broader framework for the two Cambodian companies to work together on service resilience, data sovereignty, and the localization of critical health-system infrastructure in compliance with Cambodia’s digital economy strategy framework 2030 and local regulations. By giving a new choice of running its systems locally, Pethyoeung gains lower-latency performance, in-country technical support, and stronger continuity for the hospitals and clinics that depend on its platform every day.
What the partnership covers Under the MoU, ByteDC will provide cloud compute, block and object storage, elastic IP, bandwidth, and snapshot services, delivered through a phased migration designed to minimize downtime for live healthcare systems. All data from the panel healthcare systems of Pethyoeung will have options to be hosted inside Cambodia, with security measures appropriate to sensitive health information. The two companies will also cooperate on backup and disaster recovery, and will explore joint initiatives to support the Ministry of Health, public hospitals, and development partners in their own digital health programs.
