The Securities and Exchange Regulator of Cambodia (SERC) and the Securities and Exchange Commission (SEC) Philippines convened for their inaugural Bilateral Meeting and Knowledge Sharing Seminar on March 10, 2026, in Siem Reap Province. The meeting was held under the high presidency of H.E. Sou Socheat, Delegate of the Royal Government in charge as Director General of the SERC, and Atty. Francisco Ed. Lim, Chairperson of the SEC Philippines.

The bilateral meeting and knowledge sharing seminar were aimed at advancing the implementation of the Memorandum of Understanding (MOU) between the SERC and the SEC Philippines on “Information Exchange and Mutual Assistance” signed on November 4, 2025, as well as strengthening cooperation and information exchange on the current status of securities market developments, supervision, and perspectives of the securities sector developments in the two countries. Other areas, such as enforcement and investigation operations, communication on specific cases beneficial to the protection of investors in the two countries, and capacity-building on matters within the authority of the two regulators, were also discussed. 

In addition, the meeting included presentations and experience-sharing on securities market developments, corporate governance, digital assets, sustainable finance, enforcement and investor protection, financial literacy programmes, and industry collaboration opportunities to explore the feasibility of establishing cooperation between the industrial associations of the two countries.

Sou Socheat.

Francis Lim, meanwhile, added: “ASEAN cooperation is not built on uniformity. It is built on collaboration among diverse nations committed to shared principles—investor protection, market integrity, and responsible innovation. When regulators work together, our markets become stronger, our investors more confident, and our region more resilient.”

The bilateral meeting and knowledge sharing seminar were attended by high-level management and officials of the SERC, the SEC Philippines, and the Cambodia Association of Securities Firms in the spirit of strengthening bonds and cooperation in mutual assistance to ensure the effectiveness of the MOU implementation between the two institutions.
