Non-Bank Financial Services Authority Approves Six Draft Prakas to Further Strengthen Cambodia's Financial Sector

The Non-Bank Financial Services Authority (FSA) approved six draft Prakas designed to strengthen compliance, efficiency, accountability, and transparency within the financial sector, during the 28th FSA Council Meeting chaired by H.E. Dr. Aun Pornmoniroth, Minister of Economy and Finance.
Two of the draft Prakas were proposed by the Accounting and Auditing Regulator (ACAR), while four were proposed by the Trust Regulator, according to a press release issued by the FSA on January 6, 2026.

Six Draft Prakas Approved at the 28th FSA Council Meeting
- Prakas on ‘Audit Quality Management and Assurance’, focused on audit quality control and closing legal gaps by clarifying roles, responsibilities, procedures, mechanisms and sanctions for audit firms and auditors with inadequate service quality.
- Prakas on the ‘Obligation to Submit Financial Statements for Independent Audit of Assurance’, reinforcing requirements to file annual financial statements and undergo independent audits.
- Prakas on ‘Disciplinary Sanctions Against Reporting Entities in the Trust Sector Who Fail to Comply with the Law on Anti-Money Laundering (AML) and Combating Financing Terrorism (CFT).
- Prakas on ‘Dispute Resolution in the Trust Sector’, setting out the mechanisms and procedures for conciliation and resolution of disputes by the Trust Dispute Resolution Council.
- Prakas on the ‘Organisation and Functioning of the Trust Dispute Resolution Council’, stipulating the establishment, organisation, and functioning of the Trust Dispute Resolution Council, with the aim of promoting investor protection in the trust sector.
- Prakas on the “Opening of Branch of Trustees", stipulating the conditions and procedures for permitting branch expansions in accordance with current trust management regulations.
