MoC and ADB Align on Regulatory Frameworks for Enhanced Trade Competitiveness
The meeting between the Ministry of Commerce (MoC) and the Asian Development Bank (ADB) on February 18, 2026, marks a pivotal point for Cambodia’s trade landscape and the effort to strengthen the country's trade regulatory framework. Under Subprogram 3 of the Trade and Competitiveness Program, the ADB is shifting focus from passing broad legislation to the 'heavy lifting' of enforcement and regulatory detail.
H.E. Tekreth Kamrang, Secretary of State of the Ministry of Commerce, led a consultation meeting with the ADB Mission Team to discuss policy implementation under the program’s technical assistance.
The discussions primarily centred on accelerating the development of regulations for three key commercial laws: the Law on Secured Transactions, the Law on Rules of Origin, and the Law on Trade Remedies.
Additionally, the parties assessed further technical assistance needs and explored a successor ADB support programme to follow Subprogram 3, ensuring the sustainability of Cambodia’s trade growth and international competitiveness.
