The Trust Regulator of Cambodia recently released its annual data for 2025, revealing that 590 new trusts, worth a total of USD 602 million, were registered in the year. The rise in new trust registrations reflects a rapid growth in the country's financial landscape, particularly a growing structured asset management investor pool.

To date, 1,712 trusts have been registered in Cambodia, with total assets valued at over USD 2.462 billion, according to data shared by the regulator on January 16, 2026.

The growth of the trust sector can be attributed to an increasing awareness of asset management structures, and clearer legal frameworks for investment and wealth succession planning in Cambodia. The sector is increasingly playing a vital role in Cambodia’s financial development, supporting investment diversification, economic stability, and sustainable growth.

At the last Trust Forum held in 2025, H.E. Ros Seilava, Secretary of State at the Ministry of Economy and Finance (MEF), spoke about how the trust sector plays a strategic role within the Cambodian government’s Pentagonal Strategy–Phase I, aimed at fostering an inclusive and resilient economy through private sector development, job creation, and the continued growth of both banking and non-banking financial services.

H.E. Sok Dara, Director General of the Trust Regulator, has also stated that the traction the trust sector has gained comes as a result of growing investor confidence, especially among foreign investors.

The trust sector serves multiple purposes, from commercial and financial asset management, to real estate holdings and social trust services.

The Cambodian Government has worked to foster higher professional standards, increase transparency and international best practices, and promote trust sector growth and investor confidence through events like Trust Form 2025. 

In 2025, the government also launched the Trust Sector Development Strategy (2025–2035), designed to establish an advanced, internationally aligned trust sector by 2035. The strategy underscores that trust mechanisms can serve as a foundation for Cambodia’s economic and social development, while enhancing confidence among development partners.
